MID CHESHIRE BA A.G.M 2020

 

Main Points

 

The 117th A.G.M was

 

Held at Owley Wood SC on Friday 10th January at 7pm

 

 

 

Attendance :- 30 of our 33 member clubs were in attendance

 

Coppenhall resigned before the AGM so were not in attendance.
Two clubs did not attend, they were Great Budworth and Meadowbank (Clive played last season for Great Budworth so may be deemed to have been represented)
Shavington were there and were placed back into the Mid Cheshire Association.
(Voting cards were issued to all members who were able to vote)

Election of Officers:- Clive Nelson, Secretary and Pete Walton, Competition Secretary both resigned. Clive wants a year out from bowls but may return next year. The sad news of our Treasurer Doug Stocking who passed away on the Tuesday before the meeting means that a new treasurer is required. Prior to the meeting only one person had volunteered to do the two roles of secretary and comp secretary, that being Gary Spencer from Red Lion who was duly elected. All other Officers from 2019 were re-elected en bloc.

AGM 2020 NOTICE

TO BE HELD AT OWLEY WOOD BC ON 10th JANUARY

NOTICE OF MOTIONS TO BE VOTED ON AT THIS MEETING

 

NOTICE OF MOTION 1

 Proposed by WHARTON REC BC and seconded by the MCBA SPECIAL COUNCIL

 Existing Rule 3.3

 These are 10 a side competitions.  Notification of the number of entries to be sent not later than 1st April each year.  Cup team status for each player shall be in line with player’s cup registration for the current year and not their league registration.  Any club playing a player not registered by the time of the first draw shall forfeit all points obtained by the player and fined up to £5.00 at the Special Council’s discretion.

 Proposed new rule 3.3

 Competing teams shall be annually handicapped in order of sectional merit on a rising scale at the Council’s discretion.

 We propose that rule 3.7 is deleted as it’s obsolete now that we have individual player handicaps.

 Any club entering more than one team may promote players from one team to another although such players may have already played in the current competition for the lower team with which they were first registered.  Under no circumstances can a player be relegated from a team with which they were first registered even though they have not played in the competition with that team or from a team to which they have been promoted.  The penalty for default under this rule will be to have the players score deleted and their opponents score to read 21:0.  The club may also be fined up to £5.00 at the Special Council’s discretion.

 If these changes to rules were to be adopted it would mean players signing for a club during the season prior to 1stJuly would now be eligible to play in Team Cup Competitions for their team.  There is still a rule (Rule 3.14) that requires a player to have played the equivalent number of league games as the competition round so this will preclude players being signed just to boost a team’s chances in the latter rounds of competition.

Remove existing rule and insert

 

2.3 AVERAGES

To qualify players must have played at least 75% of the league matches of which 50% must be away fixtures.

The average to be determined by subtracting a players total against from the chalks for, in the league matches that player has taken part in.

Unfinished games due to abandonment to be eligible only if completed at a later date. In the event of a player receiving a walk over in any match their points shall be taken pro-rata for the whole of the matches played during the season on a basis of home or away records.

 In any League or Cup Competition a green may only be declared unfit at the outset as being unfit through inclement weather when both teams are present and both Captains and/or Green Steward agree that no play will be possible by 6.00pm.

In any league or cup competition a green may be declared unfit through inclement weather by

a) The home team captain and greens man agreeing that no play will be possible that evening at 5.00pm and contacting the away team to avoid them travelling.

b) The green being declared unfit at the scheduled start time
