The Rules are intended to supplement and clarify the main provisions contained within the constitution of the Association. All Rules are enforceable and have been approved by the Executive Committee.

Section 1 - Name and Constitution of the Association

1.1 The Name of the Association shall be The North Shropshire County Parks Bowling Association.

1.2 The Association shall be a non-profit making organisation.

1.3 Definition of terms used in this document.

      “The Association” means The North Shropshire County Parks Bowling Association.
      “The Committee” means the Committee of Management of the Association.
      “General Meeting” means a General Meeting of the Association, whether Annual or Special.
      “In writing” means written or printed, or partly written and partly printed.
       Words importing the singular number shall include the plural, and vice versa.
       The term “Member” includes all Bowling Clubs who are affiliated to the Association

1.4 Alterations to the Rules

The Committee may from time to time make new rules or amend existing rules, consistent with the policies and regulations laid down in the Constitution.

 

Section 2 - Objects and Conduct of the Game

2.1 Objects of the Association

The object of the Association shall be to provide, promote and develop crown green bowling in the County of North Shropshire for bowlers in the area.

2.2 Rules of Crown Green Bowling

All games played shall be in accordance with the Rules as laid down by the British Crown Green Bowling Association.

 

Section 3 - Membership
3.1 Bona Fide Members of the Association

Membership shall be open to all Bowling Clubs affiliated to the Whitchurch and Market Drayton leagues as defined by the Committee. Membership will be on the payment of the annual fee before 31st March in each year, as set by the Committee at the Annual General meeting.

3.2 Rights of Members

All Members are entitled to receive notices of, to attend and to vote at any General Meeting of the Association, to elect Members of the Committee or other Officers of the Association. Members are also entitled to put forward nominations for the election of Committee members and Officers of the Association as specified in the voting procedures.

3.3 Resignation

Any Member wishing to resign from the Association shall give notice in writing to the Secretary.

3.4 Complaints and Discipline

All complaints from Members or Players must be made in writing to the Secretary, who will submit them to the Committee for consideration.

The Committee of the Association have the power to administer any admonishment, to suspend any Member or player from membership, or to expel a Member if a breach of the Association Rules has been proven.

The committee must respond formally to any complaint that they receive, and if following investigation, it is deemed necessary to suspend a member; they have the right to do so for a period of up to 12 months. In extreme circumstances the committee have the right to expel a member from the association. Should this be the case then the member would forfeit all rights and claim upon the Association.

 

Section 4 – Association Structure and Management

4.1 Management of the Association.

The Management of the Association shall be vested in a Committee consisting of the 5 Officers of the Association plus 3 elected Members of the Association together with the immediate past President as an ex-officio Member and a representative from the Selection Committee. This Committee shall manage the business of the Association and may exercise all such powers as are consistent with the Constitution. The Committee may appoint Sub-Committees, consisting of any Member of the Association, and may delegate all or any of the powers of the Committee to such Sub-Committees.

4.2 Officers of the Association

The Officers of the Association shall be:

(a)  The President

(b)   Vice President.

(c)   The Chair of the Association

(d) Vice Chair of the Association

(e)   The Treasurer

(f)  The Secretary

4.3 Election of Officers and Committee

President

The President shall hold office for 2 years and shall retire at the end of that term. As immediate past president he/she will be entitled to attend the committee in an ex-officio role for a maximum period of 2 years.

Vice President

The Committee shall nominate the Vice president and seek approval at the AGM. The person selected will hold office for two years and then become president.

Chair of the Association

The Chair of the Association will hold office for 2 years. The election of the Chair of the Association will be via nominations and voted on at the Annual General meeting in the relevant year. Nominations for Chair of the Association should be notified to the secretary 21 days before the date of the meeting. No nominations will be accepted at the meeting.  The President of the meeting shall have a casting vote in the event of a tie. The post holder may stand for re-election at the end of the term

Vice Chair of the Association

The Vice Chair of the Association will hold office for 2 years. The election of the Vice Chair of the Association will be via nominations and voted on at the Annual General meeting in the relevant year. Treasurer and Secretary

The Treasurer and Secretary shall be elected annually at the Annual General Meeting and nominations for these positions must be notified to the Secretary 21 days before the date of the meeting. No nominations will be accepted at the meeting.  Any officer may be re-elected without limit. The Chair of the meeting shall have a casting vote in the event of a tie.

Members of the committee

Members of the committee shall be elected annually at the Annual General Meeting and nominations for these positions must be notified to the Secretary 21 days before the date of the meeting. Selection Committee

The Selection Committee shall be elected annually at the Annual General Meeting and nominations for these positions must be notified to the Secretary 21 days before the date of the meeting. No nominations will be accepted at the meeting.  Any officer may be re-elected without limit. The Chair of the meeting shall have a casting vote in the event of a tie.

4.4 Voting Procedure (Election of Candidates)

A list of candidate names with those of their respective proposers and seconders will be sent to all members with the notice of AGM papers. If there are more nominations than vacancies, a voting paper will also be included.

A Member may vote for any number of candidates up to the number of vacancies available but must not give more than one vote to any candidate.

A Member shall vote by placing a cross opposite the name of each chosen candidate on the voting paper.

Officers of the Association are entitled to one vote each.

The Voting paper should be placed in an envelope, and the envelope then sealed and marked “Voting Paper” and signed by the Member.

The completed voting paper should then be either posted to be received by the secretary not less than 48 hours before the AGM or the envelope brought to the meeting by the member attending.


If two or more candidates tie for any place or places on the Committee, the Chair of the meeting shall determine by lot who will be elected.

The result of the ballot shall be declared at the Annual General Meeting.

Any casual vacancy on the Committee may be filled by the Committee, and any person chosen shall retire at the following Annual General Meeting, but shall be eligible as a candidate for election to the Committee at the Annual General Meeting.

4.5 Voting Procedure (General Resolution)

Subject to the above, a resolution put to the vote of a meeting shall be decided on a show of hands.

Section 5 - Annual General Meeting

The Annual General Meeting of the Association shall be held once in every year at such time  (normally February), not being more than fifteen months from the holding of the last preceding meeting and at a venue to be decided by the committee. At the Meeting the report of the Committee and statement of accounts for the year ended 31st December will be presented, and any other business dealt with.

 

Section  6 - Fees and Subscriptions

6.1 Subscriptions

Annual subscriptions for each calendar year shall be due and payable by 31st March each year. Members shall pay direct to the Treasurer in full.

 

6.2 Overdue subscriptions

A Member who has not paid the annual Subscription by the date on which it became due and payable shall not be entitled to allow their club members to enter any Association competition, or to play in any Association match, or vote at any meeting. Any Member whose Subscription has not been paid within one calendar month from the date on which it became due and payable may at the discretion of the Committee be excluded from all rights and privileges of membership and if the Subscription has not been paid within three calendar months from the date on which it became due and payable the member shall cease to be a member of the Association.

6.3 Competition & Match Fees

Entrance Fees and Match Fees for the forthcoming season are determined by the NSCPBA.

 

Section 7   General & Miscellaneous

7.1 Arrangements for County Matches

Confirmation of the booking for the Home venue will be the responsibility of the Selection Committee Chairperson  but the selection of the Home venue will be the responsibility of the Selection Committee.

The selection of the both Teams and Captain will be the responsibility of the Selection Committee who shall notify the Secretary within 48 hours of the meeting to enable communication deadlines to be met.

Cancellation of a match due to inclement weather or any unforeseen circumstance will be the responsibility of the Captain and the Grounds man. The Secretary of the British Parks County Bowling Association  must be informed on the day.

Collection of match fees on the day will be the responsibility of the Captain who may delegate the task on match day to any team member.

Organisation of refreshments for the Home team match will be the responsibility of the Selection Committee .

Transport arrangements for the Away team match will be the responsibility of the Selection Committee .

7.2 Arrangements for County Competitions

The responsibility for organising and arranging the various competitions will be the responsibility of the Committee. Notification of events to all Members will be the responsibility of the Secretary by the start of the Bowling season i.e. 1st April

7.3 Dress code for Team Members.

The Team colours and specified dress code to be worn by team members at Home and Away matches will be chosen by the Committee and agreed at the AGM

7.4 Mobile Phones & Smoking

The use of mobile phones and smoking on the Green in any match is strictly prohibited, this includes the use of electronic cigarettes.

7.5 Association Website

The provision of an Association website will be the responsibility of the Committee who shall procure such website services from competent providers and agree the relevant terms and conditions by way of a simple contract as required.

The content of the Association website will remain in the sole ownership of the Association.

The Chairman will  be responsible for updating the website on a regular weekly basis or by other nominated individuals  as the Committee may decide.

Results from matches played will be posted on the website on the Monday following the games being played by the Selection Committee Chairperson and also notified to the media at the same time.
