Objectives of the League

 

To provide an efficient organisation for competitive and social bowling in the area.

 

To spread the knowledge of bowling and generally promote the interests of the game.

 

The Veterans league was introduced to encourage men over 55 years of age to play the game.

 

 

 

Rules & Regulations

 

November 2015

 

  1. Name & Affiliation

 

The name of the league shall be “The Ellesmere Port & Neston Bowling League”, hereinafter referred to as “The League”.

 

The League shall be affiliated to the Cheshire County Crown Green Bowling Association and the British CGBA.

 

 

 

  1. Membership

    1. Open to Clubs in Ellesmere Port and the surrounding areas.

    2. Applications for membership should be made to the League Secretary in writing, (email is acceptable). Applications should include secretary/captains contact details and the location of the green and should reach the secretary prior to the Leagues Annual General Meeting, in November each year. (contact Secretary for dates)

    3. Teams intending to resign membership must notify the League Secretary not later than 31st December. Failure to comply with this rule renders the Club concerned liable for all fees in respect of the following season.

    4. If during the seasons play, any club withdraws a team from a league, that teams matches, played and not played, shall be automatically expunged and all monies already paid to the league will be forfeited.

    5. Clubs with two teams, who at some point decide to withdraw a team, shall keep their highest standing team.

 

 

 

  1. Management

    1. The Officers of the League, President, Chairman, Vice Chairman, Secretary and Treasurer shall be elected at the Annual General Meeting, and will form the League Executive.

    2. TheLeague Executive shall be responsible for the day to day running of the League.

    3. A Management Committee, consisting of the Officers of the League and one representative from each club, shall govern the league in accordance with these rules.

    4. The Management Committee shall meet at the discretion of the League Executive.

    5. The Management Committee will require a quorum of 10 members. In the event of any item being equal, the item shall be considered not carried. Clubs with more than one team, will be permitted one vote per team.

    6. The Management Committee shall also have power to deal with matters not covered by these rules.

  2. Meetings

    1. The Annual General Meeting of the League shall take place each year in November. The meeting will be for the following purposes:

      1. To accept nominations for membership.

      2. To decide on the constitution of the League for the following season.

      3. To receive and adopt reports from the Chairman, Secretary and Treasurer of the League for the season which has just ended.

      4. To elect officers of the League in accordance with Rule 3.1

      5. To appoint auditors.

      6. To take care of any other business which may be brought before it.

 

      1. The date of the next meeting should be set at each AGM.

      2. At the AGM each club shall be entitled to be represented by two of its members, each with voting powers. If only one representative is present he/she shall have two votes.

      3. Any club failing to be represented at the AGM or any other meeting called by The League, will be fined in accordance with Rule 5.13

 

    1. Any club may send a requisition in writing, accompanied by a fee of £10, to the League Secretary, to call a meeting of the Management Committee. The League Executive shall meet to decide if it necessary to call a special meeting of the Management Committee.

      4.2.1 The delegate of the teams concerned in a protest shall not sit in judgement while the matter is being discussed, except for giving evidence to the Management Committee, if so requested.

      4.2.2 The fee may be returned at the discretion of the Management Committee.

    2. At Management Committee Meetings, voting will be by “Voting card” only. Voting will be restricted to one vote per team and one vote for each member of the League Executive. The Chairman shall have a second or casting vote to be used in cases where the voting is declared equal. If a club has a team in the Midweek League & a team in the Friday League, and a team in the Veterans League, that equals three votes.

      Notwithstanding anything in this rule, no club shall be permitted to cast more than 4 votes for any given motion.

    3. No alteration or amendment shall be made to the League rules except at the AGM.

    4. Proposed alterations are to be submitted to the League Secretary, not later than a date stipulated by the Secretary, annually.

    5. All Clubs must abide by the rules but have the right to appeal to the Cheshire County Crown Green Bowling Association.

 

 

 

  1. Finance

    1. The Annual subscription shall be £3.00 per team.

    2. Any number of club members can be registered at a fee of £1.00 per person (incl Vets)

    3. Each team shall be debited 20p per player, per match (Merit Money) for each Midweek, Friday and Vets League game played.

    4. Transfer fee is 50p per player

    5. All accounts submitted to clubs, including annual subscriptions, league fees, registration fees and fines should be paid within 14 days of receipt. Failure to do so will result in a fine according to rule 5.14

    6. The League Executive shall meet, prior to the AGM to confirm the allocation of team prize awards.

    7. The amount of prizes to be distributed at the end of the season shall not exceed the amount from the seasons workings.

    8. The League Executive shall be allowed to allocate funds from the bank balance to augment special events.

    9. The funds of the League shall be lodged with the Yorkshire Bank in the name of the League.

    10. The financial year ends 31st October, the Treasurer shall ensure that proper accounts of league funds are kept.

    11. The auditors appointed and submitted to the AGM shall audit the accounts at least once a year.

    12. £100 to be set aside each year, to a maximum of £500 for the repair or replacement of existing trophies.

    13. Clubs have agreed that each registered member will donate 10p person to Claire House Hospice and Ellesmere Port League of Friends.

5.15 The league prize money to be shared between the first five (5) teams in all divisions of ten teams or more. The percentage split to be 30%, 25%, 20%, 15%, 10%. Divisions of less than ten teams, the split shall be 40%, 25%, 20%, 15%.

 

 

 

6.0 Registration

 

6.1 Team registrations should be submitted to and held by the League Secretary by the first match of each season.

 

6.2 All players must have BCGBA & Cheshire County life membership cards.

 

6.3 New team members must be notified to the League Secretary, in writing, prior to them playing.

 

6.4 If a player is also registered for a different team the following season, he stays with the first team that he plays for.

 

6.5 Players shall only be allowed to compete for one team in the Midweek league, one team in the Friday league and one team in the Veterans league, unless a valid transfer has been completed.

 

6.6 Transfers to be agreed between club secretaries, and approved by the League Executive. Details submitted to League Secretary and relevant fee charged to the receiving teams account. Players will not be permitted to move back & forth between teams/clubs, as this is not within the spirit of the game.

 

 

6.7 The penalty for playing unregistered player, all points scored will be deducted and the game awarded to the opponent. A fine will be imposed under rule 5.14.

 

6.8  A player, having played for a Club  and who wishes to cancel their registration or transfer to another Club, may do so provided they notify their

Club,in writing, on or before December 1st of each year and that their resignation is accepted by the said Club and all financial dues have been paid.

7.1 All clubs and individuals receiving trophies cannot win them outright. Trophies must be returned to the League Secretary by mid September. Holders will be responsible for any damage whilst in their possession.

 

7.2 Matches should be played on the date specified on the Results Website, unless the green is declared unfit by the home team captain. In cases of illness or other unforeseen circumstances the League Secretary should be contacted.

 

7.2.1 This date may be altered if agreed mutually by captains, at least 7 days prior to the date of the original fixture. The League Secretary should be informed as soon as possible.

 

7.3  Midweek and Friday games will commence at 6.30pm except in April, August and September, when they will commence at 6.00pm. Veterans games will commence at 1pm.( From AGM 2015)

 

7.4  Visiting teams will be allowed to practice on the green for the last 15 minutes before play commences. There is no restriction on home team players practice, up to the above time.

 

      1. No practice for visiting team members in the 12 hours preceding a league match. With the exception of any play in other league fixtures or competitions., except for 15 minutes before play (rule 7.4)

      2. Four jacks should be on the green when possible, except in the Veterans League, were three jacks are used. Play should be continuous.

        7.5 Midweek and Friday league teams to consist of ten players, with games 21 up and played in accordance with the BCGBA laws of the game.

 

7.5.1 From 2015 season a further series of games were introduced in the Midweek and Friday leagues. These games were to be played as pairs, 15 up. Venues allocated by League Secretary.

 

7.6 The Veterans team to consist of a minimum of six team members, league matches will be six singles games, 21 up and then three pairs games,15 up.

 

7.6.1 Veterans team member allowed to play one singles game and one pairs game per match.

 

7.7 Any team not having sufficient players to keep the green fully occupied during the match, in accordance with rule 7.4.2, shall, on the claim of the opposing captain, forfeit 21 points for each absent player. The team will be fined in accordance with rule 5.14. Unless rule 7.9 applies, in which case that rule will be applied, solely.

 

7.8 Matches which are abandoned, shall resume at the point which they were abandoned. Scores from completed games will stand. Unfinished games should resume from the point, where they were abandoned.

 

7.8.1If one or both players in any game are unavailable on the re-arranged date, substitutes will be permitted. The scores and position of commencement as above, will apply.

 

7.9 A team will fail to fulfil a fixture if less than half the games in a match are completed or a team fails to appear, and shall be fined in accordance with rule 5.14 and deducted 10 match points. See also rule 7.7 above.

 

8.0 The home captain will enter the match result onto the results website, or arrangements made with opposing captain. Problems with the website should be reported to the secretary as soon as possible.

 

8.1 The draw. To commence, the home captain will place four cards with players names written on them, face down on the table. The visiting captain will then place his four cards with players names, on top of the home teams cards. All ten games will be drawn by this procedure.

 

8.1.1 Veterans draw to take place in two separate parts,

 

8.1.2 The visiting captain shall have choice of order of play.

 

8.1.3 Midweek & Friday leagues,Two points awarded for a win, one point awarded for a draw on aggregate, plus one point for each game. The evening league pairs will be two points per game, plus two points for the aggregate, one point each for aggregate draw. 

 

      1. Veterans games awarded one point for each game won.

 

8.2 All games to be played. In the event of any fixture not being fulfilled the league have the power to determine appropriate sanctions to be imposed, this could include a fine, points deduction and possible exclusion from the league. In the event of a match still not being played the innocent party should be awarded their average team points (away or home) as their match score. In other words if a team is averaging five points per home game then that is what is awarded. These points to be determined at the end of the season when all the results are available for consideration.

 

    1. The team gaining the most points at the end of the season shall decide the League winners. If points are the same, the aggregate points difference will apply.

    2. The winner of the division to be promoted and the bottom team to be relegated. Applies to leagues with less than 18 teams. Over 18 teams 2 up and 2 down. Subject to equalisation of divisions.

 

9.0 LEAGUE KNOCKOUT CUP (As amended at 2016 AGM).

          A new competition, consisting of a Veterans knockout and Evening league knockout. All teams entered, handicaps      applied. Super Cup Final between the two winners. 

         9.1 Team to consist of a minimum of six team members. Matches will be six singles games, 21 up and then three pairs games,15 up. (Vets format)

         9.2 The draw to take place in two separate parts.

         9.3  Three jacks on the green, when possible.

         9.4  The winner will be the team with highest number of “shots”.

      9.5  In the event of a tie on shots, the team with most wins will be the winner.

      9.6  Practice is allowed as per rules, 7.4 & 7.4.1

      9.7  Matches to played over two legs, home & away.

 

 

 

 

INDIVIDUAL COMPETITIONS

 

    1. The Pioneer Cup & League Merit are the only League individual competitions. Both are restricted to League registered players. Only bowlers who have played in the league will be admitted. Account will be taken of the current and preceding season.

    2. The secretary will keep a record of all handicaps, and this record shall be the only one referred to when future revisions are made.

    3. The League Executive will decide on the date a competition is drawn, dependent on the number of entries.

    4. Where a player is entering a handicapped competition and his handicap is not recorded, it will be set as 5.

    5. Any player winning a handicap competition shall have 3 points deducted from their handicap and the runner up shall have 2 points deducted.

    6. The maximum a handicap can be reduced to is SCRATCH.

    7. To gain points back on individual handicaps, players must compete in the same competition and is not winner or runner up. The following season one point will be added to the handicap, which shall not exceed 5.

RULES & REGULATIONS   13th November 2012 AGM

1.        MEMBERSHIP.

2.        Open to Clubs within the Borough of Ellesmere Port & Neston and surrounding districts. Applications for membership shall be made in writing to the Hon. Financial Secretary. Such application should give the names of Officers and the situation of the green.

3.        A Council consisting of a President, Chairman, Vice Chairman, Vice Presidents, Hon. Financial Secretary, Assistant Hon. Financial Secretary, and Registrar who are elected at the Annual General Meeting shall govern the League. In addition two representatives from each Club. Only two votes per Club are allowed. Ten members are required to form a quorum. In the event of any item being equal the item shall be considered not carried.

4.        The Council shall have the power to deal with all matters of government according to the rules of the League.

5.        The Council shall have power to deal with any matters not covered by the League rules.

6.        The Council shall select from its members such sub committees as they deem desirable and necessary whose duties shall be defined by the Council.

7.        Teams intending to resign membership must notify the League Secretary not later than 31st December. Failure to comply with this rule renders the Club (s) concerned liable for all fees in respect of the following season.

8.        New Clubs application for membership must be in the hands of the League Secretary by    15th October. Any changes of Club Secretary to be notified to the League Secretary as soon as possible.

9.        MEETINGS

10.     Clubs shall receive 7 days notice of all meeting. In the event of the elected representative being unable to attend a deputy must attend. Any Club failing to attend will be fined according to the rules.

11.     Any Club may send a requisition in writing to the Financial Secretary to call a meeting of the Council accompanied by a fee of £10.00. This shall be placed before the Executive of the Council who if they deem it of sufficient importance shall instruct the Secretary to call a special meeting of the Council. The Delegates of the teams concerned in a protest shall not sit in judgement while the matter is being discussed, except for giving evidence to the Council if so requested. The fee may be returned at the discretion of the Council.

12.     The end of year meeting will be held in October for a report of the financial affairs of the League for the season and allocation of team prize awards.

13.     No alteration or amendment shall be made to the League rules except at the A. G. M. To be held in November Proposed alterations to be submitted to the Hon. Financial Secretary not later than 15th October. All Clubs must abide by the rules but have the right to appeal to the Cheshire County Bowling Association.

14.     At the A. G. M. each Club shall be entitled to be represented by two of its members each with voting powers. If only one representative is present he shall have two votes.

15.     FINANCE

27.     Donations to charity. Clubs have agreed that each registered member will donate 10p per person to Claire House Hospice. & Ellesmere Port League of Friends.

28.     Each team shall be debited 20p per player per match (merit money) for each Mid Week, Friday League game. & Veterans League

31.     All games to commence 6.30pm prompt. (Veterans 1.30pm)

32.     Visiting teams only to be allowed to practice on the green for the last 15 minutes before the start of play.

33.     Start time in April, August and September will be 6.00pm.

34.     Mid Week & Fri Div Teams to consist of ten players with games 21 up, played in accordance with the BCGBA Laws of the Game. (Amended at AGM 11 Nov 2014). From 2015, teams in the Midweek & Friday leagues will play each other a third time. This third match will be five pairs, 15 up, off scratch. Venue decided by League Secretary. Scoring system,  2 points for each game won and 2 points for aggregate, one each if drawn.

35.     Veterans League Match will be six singles games 21 up and then three pair’s games 15 up. Teams: A minimum of six team members to be available for each match

36.     All players to have BCGBA & Cheshire County Life Membership cards

37.     Registrations: Team registrations are held by the League Secretary. New team members must be added at least seven day’s before playing. BCGBA & CCBA numbers are required but can be supplied later. If a player is also registered for a different team the following season he stays with the first team he plays for.

38.     Any team not having sufficient players to keep the green fully occupied during the match, in accordance with the times laid down, shall on the claim of the opposing captain forfeit 21 point for each absent player, the team will be fined according to rule 26 under finance plus the merit money for each player short.

39.     Players shall be only be allowed to compete for one team in the Mid Week 1 and Mid Week 2 or one team in the Friday Div. 1 and Friday Div.2 during the same season unless a valid transfer has been completed. This rule will apply to Veterans League

40.     The home captain shall forward the result card to the League Secretary within 72 hours of completion of the match or a fine will be imposed as per rule.

41.     All matches must be played on the date specified in the league fixtures unless the green is declared unfit by the greens man or home team captain. Date of replay must be within 21 days, and the League Secretary confirms (or both teams subject to a fine rule 25). To confirm the change of the handbook fixture, the date of fixture on Web site will be changed. In event of a team failing to fulfil a fixture the fine will be £25 and the team will be deducted 10 match points. It will be judged failing to fulfil if less than half the games in the match are completed.

42.     This date may be brought forward if agreed mutually and the League Secretary informed as soon as possible.

43.     Four jacks shall be the minimum on the green, except Veterans league were three jacks are used.

44.     To commence the game four cards with the names of the players must be written on cards and placed face down on the table by the home team captain the visiting captain will place his four cards with his player’s names written on the cards on the top of the cards on the table face down. All twelve players will be drawn by this procedure.

45.     Visiting captain shall have choice of order of play.

46.     No practice for visiting team members in the 12 hours preceding a league match, with the exception of any play in other fixture or League competition, except for 15 minutes before play (rule 31)

47.     After 1st July no further registrations or transfers will be allowed.

48.     Penalty for playing unregistered player, all points scored will be deducted and game awarded to opponent and a fine imposed under rule 26 Finance.

49.     Matches, which have been postponed or abandoned, all games finished to stand and unfinished games to resume where left off if the match is abandoned. For unfinished games the jack shall be noted and it will from this position that the game will be resumed.

50.     If one or both players in any game are unavailable on the re-arranged date, substitutes will be permitted, but the scores and position of commencement as mentioned above will apply.

51.     In the event of failure to observe rule 40 the team not in default should report the matter to the League Secretary

52.     Two points awarded for a win or one point awarded for a draw on aggregate, plus one point for each game won.

53.     The team gaining the most number of points at the end of the season shall decide the league winners.  If points are the same, the aggregate points difference will apply, this should avoid having to arrange play offs 

54.     Winner to be promoted from Division Two and the bottom team in Division One will be relegated. Applies to leagues with less than 18 teams and is subject to equalisation of divisions. Over 18 teams 2 up and 2 down.

55.     If during the seasons play any Club withdraws a team from the League that teams matches both played and not played shall be automatically be expunged and all moneys into the league forfeited.

56.     Clubs with two teams who at some point decide to withdraw a side shall keep their highest standing team.

57.     The league prize money to be shared between the first five (5) teams in all divisions of ten teams or more. The percentage split to be 30%, 25%, 20%, 15% and 10%. Divisions of less than ten (10) the split will be 40%, 25%, 20% and 15%

58.     All Clubs and individual members receiving trophies cannot win them outright they must be returned prior to end of year meeting will be held in October. Holders will be responsible for any damage whilst in their possession.

60.     Transfers to be agreed between club secretaries and valid transfer forms completed. (Applies to member who has played in the team in current season.)

61.     INTER LEAGUE KO.  Matches to be played Wednesday evening before & after MW league.

62.     All Mid-Week teams 21up with 6pm start. Each match play 10 games.

63.     Each round play Home & away

64.     Each team to receive handicap points to add to their match result. (Based on MW league final positions)

65.     INTER LEAGUE KO CONSOLATION.

66.     Losing teams in first round of Inter League KO. Other rules stay the same.

67.     VETERANS LEAGUE

68.     Objects: To develop and encourage bowling among men over 55 years of age, being registered members of a club.

69.     Subs: The annual registration fee shall be £1 for each person; all players for each game played shall pay a match levy 20p.

70.     Registrations: see Rule 37 all registrations to be lodged with Secretary not later than the first match of the season.

71.     Teams: A minimum of six team members to be available for each match. Any number of bowlers can be registered. Match will commence at 1.30pm.

72.     Match will be six singles games 21 up and then three pair’s games to 15 up. (Amended at AGM 11 Nov 2014)

73.     Team member allowed to play one singles game and one pair’s game at discretion of team captain. 

74.     One point awarded for each game won i.e. 9 wins = 9 points.

75.     Match result cards: It shall be the responsibility of the home team captain to complete the card, sign it and obtain the signature of the visiting captain, and return it to the League Secretary.

76.     The draw for opponent: The draw to take place in two separate parts, with three cards in each draw in singles matches.

77.     Where there are 16 or more teams in League they will form two divisions.

78.     In event of teams finishing with equal points ‘highest total aggregate points’ would be judged the winner.

79.     INDIVIDUAL COMPETITIONS

80.     Where a competition is restricted to league registered members, only registered bowlers who have played for a team in the league will be admitted. Account will be taken of current and preceding season.

81.     Secretary to keep record of all handicaps and this record shall be the only one referred to when future revisions are made.

82.     All individual competitions will be drawn on the day of the competition.

83.     Where a player is entering a competition and his handicap is not recorded, it will be set at 5

84.     Any player winning an individual competition shall have 3 points deducted from their handicap and the runner up shall have 2 points deducted.

85.     The maximum a handicap can be reduced to be SCRATCH.

86.     To gain points back on individual handicaps players must compete in a competition during a season and is not winner or runner up.

87.     The following season one point would be added on to the handicap, which shall not exceed 6.

88.     No further entries will be accepted after the closing date.

89.     No alteration or amendment shall be made to the League rules except at the A. G. M
