    DERBYSHIRE COUNTY CROWN GREEN BOWLING ASSOCIATION Rules and Bye Laws 1994  
  1 TITLE  
    The title of the Association shall be:  
    DERBYSHIRE COUNTY CROWN GREEN BOWLING ASSOCIATION  
  2 OBJECTS  
    The Objects of the Association shall be:  
    (a) To promote encourage organise and govern Crown Green Bowling throughout the County and permitted areas adjacent  
    to the borders of the County.  
    (b) To obtain uniformity in the game by adopting Laws of the British Crown Green Bowling Association.  
  3 REPRESENTATION  
    Associations/Sections in membership shall pay an Annual Fee, which shall be decided at the Annual General Meeting.  
    Such membership to permit direct representation at Annual and Special General Meetings.  
  4 ELIGIBILITY  
    Bona Fide clubs within the County and permitted areas adjacent to the County may be admitted into membership either  
    on a directly or indirectly affiliated basis. Affiliation for all Clubs shall be by annual payment of a fee to be decided at the  
    Annual General Meeting.  
  5 SECRETARIES  
    Each Association/Section in membership shall forward to the County Secretary the Names, Addresses, Telephone numbers  
    and Email addresses of Club Secretaries within their Association or Section. This information to be in the hands of the  
    Secretary by the 1st of April.  
  6 MANAGEMENT COMMITTEE  
    The County Association shall be governed by a Management Committee consisting of:-  
    Patron, President, Vice-Presidents, Chairman, Vice-Chairman, Hon. Secretary, Hon.Treasurer, Registrar, Insurance Officer,  
    plus three delegates from each Association or Section in membership.  
    The President, Chairman and Vice-Chairman shall be nominated every second year on a Rota system involving each  
    Association or Section in membership.  
    The Vice Presidents, Hon. Secretary, Hon. Treasurer, Registrar, Insurance Officer, and two Auditors shall be elected annually.  
  7 SUB-COMMITTEES  
    The Management Committee shall have the power to appoint any Sub-Committee deemed necessary.  
  8 LIFE MEMBERS  
    The Management Committee shall have power to elect Life Members of the Association whose service in the interests  
    of the game shall entitle them to this distinction. Such Life Members shall be permitted to attend all General Meetings  
    but shall not have the power to vote.  
  9 TRANSFERS  
    No member of any club shall be permitted to transfer his membership to any other club concerned with the Association  
    until such time as he has fulfilled his financial obligations to the club from which he is retiring.  
  10 FEES  
    All fees from any Association or Section/League in membership, saving only Competition Entry Fees, which must be  
    forwarded within seven days of the common closing date for that competition in order to permit those entries to compete  
    in that competition, must be paid to the County Treasurer by the 30th of July in each year.  
    Any Association or Section failing to comply shall be fined £5.00.  
    If any enquiry into any Association/Section/League or Club’s accounts is deemed necessary, the County Association  
    shall have the power to request the books, documents or other evidence deemed necessary.  
    Should any Association or Section, Club or individual decline to furnish such particulars, the County Association shall  
    have power to suspend or expel the Association/Section/League/Club or individual concerned.  
  11 REGISTRATION  
    All Sections or Clubs shall provide the Secretary with a list of all players that are to play competitive bowls within the  
    County of Derbyshire’s designated area.  
    The list shall provide the basis of the fees to be paid by Clubs firstly to the County and secondly to BCGBA.  
    This shall be submitted along with the BCGBA. CR1/CR2 and all monies due by the last day in April in each year.  
  12 RE-INSTATEMENT  
    Application for re-instatement by a suspended Association or Section, Club or Individual  
    (With full particulars of the grounds for such an application) must be made to the County Secretary.  
    This to be laid before the Management Committee and considered on its merits.  
    Applicants who have been refused re-instatement shall have a right of appeal to the BCGBA. Management Committee.  
  13 ANNUAL GENERAL MEETING  
    The Annual General Meeting shall be held on a date to be decided by the Management Committee, normally the  
    second Sunday in December, when Annual Reports and Accounts shall be presented. Any proposals for alterations to  
    Rules and Bye-Laws of the Association to be in the hands of the County Secretary by 31st October.  
  14 SPECIAL GENERAL MEETING  
    Any Association/Section or a minimum of TEN Clubs or the Management Committee may apply in writing for the calling  
    of a Special General Meeting. Such an application shall be addressed to the County Secretary stating the nature of the business.  
    Each member Association or Section will be permitted to have only THREE delegates in attendance.  
  15 DELEGATES  
    At General Meetings each Association or Section will be permitted to have THREE delegates with the power to vote.  
    The Chairman shall have a casting vote only. No voting powers are permissible to any other person(s) attending.  
  16 HANDBOOKS  
    Each affiliated Club shall take a minimum of five copies of the County Handbook.  
    Each Association or Section shall take as a minimum 20 copies of the BCGBA. Handbook.  
  17 COMPETITIONS  
    All Associations shall be responsible for League, Competition and Inter-County matches staged in their areas.  
    Club open competition qualifying rounds are not permitted before 6.30 p.m. on the days when qualifying rounds of  
    National or County competitions are being held in the respective areas. Current competitions to which this applies are the  
    INDIVIDUAL MERIT and MIDLAND MASTERS.  
  18 INTER-COUNTY MATCHES  
    The Selection Committee shall consist of the Chairman of the County Association plus one selector from each  
    Association or Section in membership.  
    This Committee shall select the Teams, Captains, Reserves and Delegates to represent the County together with the  
    venues for the home games.  
  19 TEAS  
    The cost of providing Teas for Players and Officials at both home and away Inter-County Matches shall be met by  
    the County Association.  
    Green Fees for any such matches shall be met by the County Association.  
  20 AVAILABILITY OF GREENS  
    Affiliated Clubs shall make their Green(s) available at all times for:  
    (a)      Staging an Inter County Match.  
    (b)      The County Cup Competition.  
    (c)      The Final rounds of the County Individual Merit Competition.  
    (d)      Rounds or Finals of National Competitions.  
    There shall be no charge to the County Association.  
  21 COMPETITION FINALS  
    Each Association or Section shall on a rota basis stage the Final Day of the County Individual Merit.  
    The host Association or Section will be responsible for the Referees and Measurers throughout the day.  
    The County Secretary or Deputy shall control the Master Sheet and Score Cards.  
    For the Finals of the Merit (Senior & Junior), County Cup, and any other competitions where the County runs qualifying  
    finals for BCGBA., Referees and Measurers of Grade A plus a practical pass shall be allocated to officiate at such events.  
    The Fee shall be the same as for County Matches as per BCGBA. rules.  
    To eliminate travel costs officials should be from the Area where the Finals are to be held.  
    (Fees to be offset against income from the respective competitions).Where no qualified Referees are available the  
    County Secretary shall nominate the Officials for the day from the County Panel of Referees.  
    In all County Qualifying Rounds, Final Days and County Matches, the BCGBA. Dress Code,  
    as defined in BCGBA Bye-Law 25-1 and 25-2 shall be strictly adhered to.  
  22 ENTRY FEES & PRIZE MONEY  
    All Entry Fees shall be with the County Treasurer within 7 days of the County Closing Date of any Competition organised by  
    the County. In the event of Fees not being received within that time such entries shall not be allowed to play in that Competition.  
    The Management or Executive Committee shall determine the amount of prize money for each Competition.  
    Should a Club, Player or Players fail to attend the Finals Day of any Competition organised by the County  
    any Prize Monies shall be forfeited unless a valid excuse in writing is received by the Secretary within 7 days  
    of such Final Day and accepted by the County Executive.  
  23 COUNTY COACH  
    The appointed County Bowls Coach (This being a bi-ennial appointment) shall have his expenses re-imbursed by the  
    County Treasurer.  
  24 RECORDS  
    The Secretary shall keep a record of all business transacted at all Annual or Special General Meetings together with the  
    day to day business of the County Association.  
  25 TREASURER  
    The Treasurer shall be responsible for the funds of the County Association. Wherever possible accounts should be paid  
    by cheque which will bear the signatures of two of the nominated signatories.  
    He will keep all documents etc. in relation to finance; prepare statements of account plus a balance for checking of the same.  
    On retirement from office he shall hand over accounts, books, cheque books, bank books and monies to the President,  
    Chairman or his successor. The Accounts of the Association shall be audited annually and a printed copy of the  
    Balance Sheet sent to the Honorary Secretary.  
    The Secretaries of each Association/Section in membership shall also receive a copy of the Balance Sheet.  
  26 SUNDAY CLOSURES  
    Any Club whose green is closed on Sundays, and may be required for a County Cup match, subject to agreement  
    by the Clubs concerned, are permitted to play on the day previous to the allocated date.  
  27 SETTING OF FEES  
    The Management Committee at The Annual General Meeting shall determine all Fees this also includes Honorariums.  
  27a DEVELOPMENT FUND FEE  
    Every player, Male or Female bowling under the administration of the Derbyshire County Crown Green Bowling Association  
    to pay an amount annually towards a Development Fund, the amount to be determined by the Derbyshire CGBA management  
    committee.  
    This fund will be used for purchasing equipment, coaching and other relevant courses where required by officials and bowlers.  
  28 APPLICABILITY OF RULES  
    The code of rules laid down by the County Association shall be binding on all affiliated Associations or Sections and  
    all disputed points shall be referred to the Management Committee whose decision shall be final.  
    There is a right of appeal to the BCGBA. Management Committee.  
  29 TRAVELLING EXPENSES  
    An amount shall be paid for each car travelling to be determined by the Treasurer.  
    This will be for all County representative teams in all away venue County matches It is expected all players from one area  
    share one car, unless the number be so great that additional cars are required.
